A toe-curlingly embarrassing comedy by W C Fields.
He is a circus owner-manager, bent on cheating everyone in sight. Several of the performers seem to have gone sick; in this case the Bearded Lady sharpshooter is not available, so Fields stands in. He has just taken the beard off. This man is talking to Fields apparently unaware that he is not a woman.
