We're Going to Eat You (1980, Hong Kong)

Agent 999 is sent in search of a couple of criminals, and his investigations take him to a remote island where the inhabitants cook and eat human flesh. Martial arts skills come to his rescue ultimately, however. One of the islanders is this rather statuesque tranvestite.
