When Angels Come to Town (2004)

A made-for-television Christmas fantasy. Max (Peter Falk) is an angel who has come to earth to do good things for people as Christmas approaches. It's unchallenging feel-good stuff.

There is a scene where Falk plays a saleswoman called Maxine in a small department store, recommending a perfume to Gallagher. Falk's character doesn't make much effort to be anything more than a man in a dress -- in fact this snippet is pretty grotesque.
