Thoroughly Modern Millie (1967)

James Fox in drag
It's the 1920's and suddenly the world is upside down (if you're a traditionalist).

Julie Andrews gets to do her stuff and the plot is secondary; the film starts to lose pace in the second half when it tries to get a little more serious.

Unattached young women are being kidnapped from a women's hostel, and James Fox is just the girl to find out what's going on from the inside.
