Sex Love and Cold Hard Cash (1993)

In this tense thriller, a newly-released prisoner and a high class hooker team up to try to recover some money that isn't really theirs, and the mob are after them as well.

They work out that the man who has taken it has gone on a world cruise, so they go on the cruise too. Yes, ok, I didn't say the plot was entirely believable.

Although the man with the money is known to the woman, they can't find him on the ship, until eventually we realise that he is disguised as a woman. He is "Mansfield", played by Tobin Bell.
