Seed of Chucky (2004)

The puppet -- Glen or Glenda?
This is an adult, live-action film in which many of the characters are "animatroinics" ... puppets controlled electronically, and capable of performing a wide range of body and facial movements. This film follows on from several others, starting with "Child's Play. There is dark comedy, and plenty of gruesome graphic violence.

Two puppet characters "have" a child puppet, and there is a brief discussion about its gender. The father wants to call it Glen, and the Mother calls it Glenda (in a reference to Ed Wood's iconic film about transgenderism, Glen or Glenda).

A sexless body form
During this discussion we see that it has no genitalia. After this it wears a pink ribbon in its hair, but there is no other development of the gender issue.
