This is the film version, not one of the long running 1950's black and white episodes of the Phil Silvers Show.
Earlier in the film, a soldier's quarters are being inspected by the Commanding Officer, and in his locker are a pair of high heeled sandals and a pink bra; in fact we can see lots more frilly things in there.
The CO asks if they are his, although the answer is obvious. The soldier declines to answer, following the army's "Don't ask, don't tell" rule. The CO looks annoyed; they go to the next room, and some trivial error is found in a soldier's bed; he is subjected to a tirade of criticism, obviously taking out the anger from the previous discovery in the other room.
Bilko's girl-friend is flirting with an officer, to make Bilko jealous. So to make her jealous, Bilko takes Max Casella playing Dino Paparelli en femme to the same restaurant. Seen here in the restaurant in the centre of the picture, Paparelli finds that he likes being a girl, and moments later flirts with the officer when Bilko attracts his own girl-friend back. Complicated? Don't worry, it's only fiction.
Much superior to the television series, but of course the budget was vastly more. Steve Martin is a somewhat more subtle crook.
