Right to Remain Silent (1996)

A transvestite is taken into the police station
A night's work in a big city police station includes the charging of a transvestite who has stolen cosmetics.

However in the (presumably edited) version I saw, we were only shown the transvestite being taken into the station, with no further reference whatever to her. The film explores the human issues involved with a novice, and rather rigid, police officer working under an experienced and rather laid-back superior, in a series of episodes; for me it seemed rather contrived.
