This entry in the Pink Panther series is rather patchy, with many of the usual old and tired jokes, with a few bright flashes of creative humour.
Early in the film, Clouseau falls foul of a male robber who often disguises himself as a woman. The result is that the robber drives off in Clouseau's clothes and car, only to be mistakenly assassinated by the French Mafia. This is the basis of the rest of the plot, which has Clouseau concealing his survival in order to defeat a major Mafia drugs deal.
The male robber (Claude Russo) is played by a woman, Sue Lloyd, with a little bit of beard shadow painted on. In the picture she has just removed a wig to "prove" that she is a man ... not very convincing, I feel.
Meanwhile, Clouseau is left in his underwear in the Bois de Boulogne, with a pile of female clothes generously left behind by the robber -- who tells him to put them on or die of cold. Naturally, he puts the clothes on and, hey, they fit! But there is no suggestion he is attempting to pass as a woman or fooling anybody, so it's a fairly limp bit of drag. He spends the next five minutes of the film in this outfit: in the picture he is flagging down a police car.
