A Raíz do Coração (2000, Portugal)

A policeman harasses the drag queens
Cato is the political favourite in Lisbon at the time of the Angolan liberation, but he is ruthless and corrupt.

For years the city's drag queens have paraded unmolested, under the protection of Saint Anthony. Cato has decided to suppress this freedom using violent police measures. However he lusts after Silvia, who has befriended them.

I'm afraid this is an "art" film, meaning that the plot is a little difficult to discern.
