Per amore di Poppea (1977, Italy)

Poppea and the two ugly women
In ancient Rome, when two petty thieves hear that an army is being conscripted, they dress as women to escape. But they are caught anyway and sold on as slaves. Poppea, the wife of Nero, surrounds herself with ugly women to avoid competition, and our heroes fit the bill exactly.

The film title means "For the love of Poppea".
