Pirates of Capri (1949)

The Count of Amalfi at a ball An early pirate film, with more convincing work on board the ship than you see in recent films; but inevitably most of the action is intrigue that takes place indoors.

The leading character is the foppish Count di Amalfi who transforms into the daring Captain Sirocco, on the same basis as the Scarlet Pimpernel. But he is foppish, not transgender as has been suggested in a reference book.

The film has also been issued as The Masked Pirate and Captain Sirocco.
