The Perez Family (1995)

A Cuban transvestite is a refugee A group of refugees from Cuba become an instant family, to get easier immigrant status in the USA. The film follows their subsequent tribulations. It's half comedy, half drama; the original music is good.

On the boat from Cuba, one of the passengers is a transvestite, played by Paloma Delaurenti. Evidently hormones for bust development are available in Cuba.
