Jerry Clark (played by Syd Chaplin) is a cub reporter. On his way to work by ferry, he falls overboard and is picked up by a man, Captain Ladye Kirby (played by Matthew Betz) who is a rum smuggler, calling himself the Veiled Runner. The smuggler forces Jerry to dress as a widow so as to confuse prohibition officers who are chasing him.
Jerry continues to the office, still crossdressed, and is told by the boss to substitute for Dolly Wimple who used to write an advice-to-the-lovelorn column. He advises wealthy June Harrison not to marry Clive Hunt, a man whom she does not love. This advice maddens June's penniless uncle, political boss Tim Harrison, who is in league with Hunt to get his hands on June's fortune. She is kidnapped by them and held prisoner, and the only way for Jerry to rescue her is to dress as a nurse himself.
