The film starts with a man streaking semi-naked in a busy Tokyo street. It emerges that he is an executive of the DAITO corporation; someone is blackmailing the company, and that person's demand is that the executives will perform humiliating acts in public. The blackmailer is called "Oboreru Sakana" and sends the demands by email.
In the picture, responding to another demand, three of the bosses are performing the pop song "Summer Bride" by Morning Musume, in public to the derision of passers-by.
But the police don't seem to be very efficient at tracking the blackmailer down, so the directors of DAITO are doing what they can to track down Oboreru Sakana themselves. The Tokyo Police force has initiated an investigation using "recruits" working under cover, actually using two criminals. One is Shirosu (Shiina Kippei), a bad policeman with very unorthodox methods; the other is Munetaka (Kubozaka Yousuke), a transvestite, whose skill with female disguise and inside knowledge of the gay community are unique assets.
The film is known in English as A Drowning Fish.
