Nancy Drew and the Hidden Staircase (1939)

Ted wearing a dress at the police station
Nancy Drew gets Ted (Frankie Thomas) to spend the night in the basement of a house; it belongs to two elderly ladies who are going to donate it for a children's hospital once it is legally theirs. A villain enters the basement through a hidden staircase and steals Ted's clothes.

The next scene has Nancy and her father at the police station where Ted is brought in wearing a Victorian style gown which was the only thing he could find to wear while trying to get back home. With no undergarments, the dress hangs loosely from the waist though it is tight across the chest and one can see his athletic shirt straps.
