The New Adventures of Pinocchio (1999)

Madame Flambeau and Pinnocchio An update on the Pinnocchio story, in which an elixir is drunk by an old man, turning him into a wooden puppet that can perform. The elixir, and the performances, are run by Madame Flambeau, played by Udo Kier with no attempt at a feminine portrayal.
