Night of the Juggler (1980)

A gangster kidnaps a girl, thinking she is the daughter of wealthy parents from whom he might get a ransom. In fact she is the daughter of a hardworking truck driver. He sees the kidnap and gives chase, but gets himself into more difficulty, and in fact gets arrested.

As part of the chase, the kidnapper dives into what turns out to be a peepshow -- the girl is dragged along by the wrist through crowded streets and gives no resistance at all, for some reason. When the father eventually gets free, he goes back to the peep show to try to find out about where his daughter might have been taken; we see Tally Brown playing the female proprietor of the business, briefly.
