Dizzy (D J Qualls) is a scrawny and nerdy American high school student. Early on in the film he is put down while talking to a good-looking girl when she asks him if it was he whom the others tied up last year, and made to wear rubber breasts. It was indeed, and we see a very brief mental flash-back to the occasion.
Rebelling, he eventually gets himself expelled and in fact is soon sent to prison, where an inmate teaches him how to be "cool". Dizzy then returns to another school and is successful, for a time.
He carries a newspaper cutting of the tying-up scene with him as a reminder of his past, and at the new school he is "exposed" by others, when they show a computer image of the rubber breasts scene. He shortly gets his own back on them when we see them very briefly tied up themselves with rubber breasts, apparently wearing dresses.
But it's a terrible film.
