Chaplin is a minor actor in a small town, and he seems to be being bullied by the manager, although I would say that a lot of the fault lies with Charlie.
When he is finally thrown out, he turns up the next day dressed as a young woman, calling himself "Señorita Chapelino". The manager is delighted to accept this person into his team, and enhances his relationship with her in his private office. Chaplin doesn't use the deception to progress the matter, though, so it never becomes a Tootsie situation, and Charlie merely embarrasses the manager and another man with the revelation.
This is a pretty bad film. By the following year he had made enough progress to make A Woman where he is much more convincing and the plot much better developed.
