The Madness of King George (1994)

A lavish historical drama about King George III of England.

It has been reported that there is some dressing of little boys in dresses; this was a normal practice in those days.

Leaving aside whether that is actually "transgender" or not (as it was a commonplace practice), it doesn't actually appear in the film either; it's based on a misunderstanding by a non-transgender website owner.
