Joe's Apartment (1996)

Joe is a country boy who arrives in New York and can't find a decent flat. Where he ends up, he is sharing with some lively cockroaches. But he is also the last tenant in the way of an unscrupulous property developer, played by Robert Vaughn.

Presumably to demonstrate how nasty he is, he wears a basque under his business clothes.
