In the Light of the Moon (2001)

Ed Gein comes out at night Ed Gein was a farmer who lived in a remote part of rural USA. After an abusive childhood, he ended up practising a series of unhealthy obsessions including murder, necrophilia, cannibalism, and grave robbing. The film is done in documentary style. We very briefly see, in the light of the moon, that he comes out of his house one night dressed in some kind of fetishy female form. But I don't think this complies with my definition of transgender.

The film is also known as Ed Gein.
