Chuck Levine and Larry Valentine are firefighters. They are good friends, and they are straight. Larry is a widower and Chuck is single.
Larry wants to make sure his two small children, whom he is bringing up, benefit from his Fire Service pension benefits, but due to some strange rules they can't do so. Larry suggests to Chuck that they become civil partners, pretending to be gay. They are warned that this is fraudulent, but they go ahead anyway, and a zealous official starts to investigate them, forcing them to "prove" that they truly are gay.
It's a fairly unlikely set-up, only done to enable a lot of gay jokes to be made for the benefit of a mainstream audience.
Chuck is talked into going to a charity event, which turns out to be a huge gay fancy-dress affair, with a few token transvestites present.
