It's In the Water (1997)

The announcer At a formal function it is commented that there seem to be more gay men around than you might expect; a man who has had too much to drink implies that there is something in the water supply that has this effect, and the rumour gets repeated. Eventually the local newspaper publishes the story and things get serious. The film is made in soap style, so the acting and writing is presented in that mode. There is a scene at a gay club; this is the announcer.

Obsession on stage And the act is introduced as "Obsession", played by Dion Culberson. He appears in street clothing afterwards in a conversation.
