I Got the Hook Up (2000)

Tootsie Pop gets chatted up by a policeman A weak comedy/drama about a group of black people in a poor neighbourhood who spend most of their time in illegal activities; in particular they manage to steal a large consignment of mobile telephones, hence the title.

One of the community is a transvestite hooker, Tootsie Pop played by Harrison White.
