Hackers (1995)

At the dance A film that capitalised on the sudden realisation, and fear, that any young person could somehow hack into the Pentagon computer and launch a nuclear attack against Russia, or some more mundane mischief; but the film doesn't work for adults -- it's much too nerdy -- or for the kids who will not find the portrayal of themselves very believable. In addition, computer technology doesn't lend itself to being portrayed realistically on the screen.

The two main characters, Dade Murphy (played by Johnny Lee Miller, then 26) and Kate Libby (played by Angelina Jolie, then 21) are playing against one another to see who can cause the most havoc to other people by hacking computers. They find that a target individual is "an occasional transvestite", but after causing a lot of harm, they are still equal (on some kind of scoring system); so there is a play-off. What will the forfeits be when someone finally wins? If I win, says Dade, you will have to wear a dress! Kate looks a bit startled. All right, she says; if I win, you will have to wear a dress! Strong stuff.

They go to a dance looking for someone whose help they need; there are a couple of probably transvestite characters seen obscurely and briefly.
