Go For Broke 2 (2005)

Mouse (Jean-Claude La Marre) is an eccentric conman who has discovered that an African prince is expected in town, bringing with him a diamond worth $20 million.

He needs to set up two girls to give the African a good time and to steal the diamond from him. He interviews a lot of women for the position of jewel thief without success and in the end he coerces John (John Jean) and Darnell (Jared Day) to crossdress to do the deed. He gets them professionally made over by a beautician friend, and the pair spend the night with the African.

It's all too silly for words really, but the makeover is an interesting transformation.
