William McGonagall was a Scottish poet; his verse was doggerel of the worst kind, but he came to a sort of prominence when he wrote a poem commemorating the Tay Bridge disaster, when the Dundee railway bridge collapsed and took a train down with it.
Spike Milligan plays the role in typically madcap form, and this film is only watchable if you like the British Goon Show style of humour. Even then it is a pretty terrible film.
Peter Sellers plays Queen Victoria.
