Elvis was playing in a band but there was a fight and the place got raided by the police, and all the customers got thrown in jail. This included Elvis's girl-friend, so he broke into the jail with a mechanical digger. Just as he was going to take her out through the hole he had dug, the police decided to let the girls out after all.
One of the girls takes off her dress -- she is wearing a full slip which she passes off as a dress -- and Elvis puts her dress on; they all get out of jail safely.
One of the officers makes a loudmouthed remark about how not all the girls are attractive. Elvis turns back and asks the prison officer to go into the cell and get his "purse", i.e. handbag. He tells the man where to stand in the gloomy cell, and he falls into the hole made by the digger.
In the picture he is just outside meeting up with his fellow musicians.
