A teacher has impressed on her young class the importance of always telling the truth. A young boy repeats in public things his father has said about kickbacks to the mayor, and a political scandal very quickly follows. The idealistic teacher persuades a journalist to write about the story, but the political elements are out to get the boy, the teacher and the journalist. They fly secretly to Washington D.C. to be present at a judicial hearing, and for disguise the boy is dressed as a girl. This is only seen very briefly at the arrival airport, and when changing back at a hotel room.
At the airport, the teacher is calling for the boy, "William! William!" and the boy appears, of course dressed as a girl, to the confusion of a man standing nearby.
The film is very dated, and comes over nowadays as just plain silly.
