Eraser (1996)

Arnie Schwarzenegger shoot 'em up film; he jumps from a plane about twenty seconds after throwing a parachute out, and catches it up and puts it on; he enlists the help of crocodiles to fight enemies in Central New York; but some of the other scenes are less plausible.

The transgender dimension is that he looks up a contact in a gay bar with a trio of on-stage drag queens belting out the hit "It's Raining Men" with other drag queens and transgenders dotted amongst the audience.
