Charlie Chan is an American of Chinese origin; he has a well deserved reputation as an amateur detective, and when he gets free tickets for his large family to go to the circus, it is because the owner wants his free help tracking down some dirty work.
The film packs quite a lot of plot in, as well as a lot of circus background. Inevitably the gorilla escapes and the high wire act falls to the ground. There is a plot to fraudulently cash in on an insurance policy: Charlie Chan has a son Lee (Keye Luke) who is eager but not as skilful as his father -- this enables Chan Senior to explain plot developments to the young man, as well as enabling a romantic interest with the contortionist. Chan Junior decides to follow up a clue and track down the fraudsters in town; he does so by dressing as a nurse and taking with him a very small man (who is one of the circus acts) posing as a baby. However the supposed baby insists on smoking a large cigar and using rather abrupt language; even so, when Chan meets his girl he still has to explain, "We're in disguise".
It's all good stuff for its era -- you mustn't take the politically incorrect content too seriously.
