Beverly Hills Brats (1989)
A spoilt teenager of wealthy parents, Scooter (Peter Billingsley), arranges his own kidnapping to gain attention. He wears this Little Bo Peep costume so as to be "incognito" and he spends a fair amount of the film in it; no change of outfit, though.
It's a weak film with no pretensions to being a blockbuster.
