An Adventuress (1920)

Three young men, Jack Perry (Julian Eltinge), Dick Sayre (William Clifford) and Lyn Brook (Frederik KoVert) have a taste for adventure and travel to the European country of Alpania in search of it. Alpania is in a state of civil war, and Perry soon falls foul of one faction and is condemned to death by them. His friends rescue him, and Perry disguises himself as Mamzelle Fedora, inveigling his way into the society of the Royalist faction, and attracting romantic attention.

Brook now disguises himself as Thelma allowing Perry to convey secret information to the other side.

Julian Eltinge was a famous and successful female impersonator; as far as I know none of his films have survived. Frederik KoVert also was an established female impersonator, although not often taking a principal role.

The Internet Movie Database states that the film was also released as Isle of Love, and Over the Rhine. A reference book states that it was made in 1918 as Watch on the Rhine but only released in 1920 as An Adventuress. It was then re-released as Isle of Love with new footage in 1922; when the film was originally made, Rudolph Valentino had a supporting role; soon afterwards he became very famous and popular, and The Isle of Love was made by adding in more unused footage involving Valentino, to cash in on his fame. I think the title Watch on the Rhine should be regarded as dubious.
